Проведен анализ влияния совокупных бюджетных расходов Украины на динамику ВВП с по-мощью методов эконометрического и параметрического моделирования. Определена критиче-ская граница объёма расходов и кредитования Государственного бюджета Украины с учётом погашения, при которой экономический рост прекращается

Моделирование влияния государственного долга на экономический рост в Украине

Рассматриваются модельные подходы к определению зависимости между уровнем государственного долга и темпами экономического роста. Эмпирические доказательства наличия положительной, нейтральной и отрицательной связи между показателями сводятся к нелинейной функции вида перевернутой U-кривой, теоретическое обоснование которой ассоциируется с использованием золотого правила фискального режима. Для проверки эмпирических доказательств на примере экономики Украины подано сценарную оценку на основе использования построенной эконометрической модели фискально-монетарного взаимодействия. Результаты сценарного моделирования подтвердили существование функциональной зависимости, которая корреспондируется с полиномом второго порядка. Установлен также максимальный уровень государственного долга (63,8%), выше которого темпы ВВП уменьшаются, и критическую черту государственного долга (87,4%), при которой темпы экономического роста начинают приобретать отрицательные значения. Поскольку, по результатам моделирования, развитие экономики Украины приближается к точке максимального экстремума определенной функциональной зависимости, для ускорения экономической динамики стоит сфокусировать ограниченный долговой ресурс государства на финансировании масштабных инфраструктурных проектов, характеризующихся высокой капитальной отдачей.
