Development of Ukraine's agricultural management on the basis of economic sustainability
Ekon. prognozuvannâ 2014; 2:62-72 |
ABSTRACT ▼
The methodology of sustainable development includes the determination of its strategic aim and components in the framework of systemic and cross-disciplinary approaches and with the use of comparative data as well as building indicators showing the development progress and its correlation with selected sustainability parameters at a given moment of time. In accordance with this methodology, the author creates a multitude of index numbers of the agricultural sustainable economic development and suggests their values based on the domestic standards and the operating standards of the agro-food systems of the developed countries with close environmental conditions similar to Ukraine's. Such guide values are compared with data characterizing the current development of this country's agrarian sector. In so doing, the present condition of the domestic agrarian production is estimated in the context of its economic sustainability. The author points out to the lack of correspondence of the current resource provision of the domestic agrarian production and its current conditions to the requirements of economic sustainability. The article proposes various priority government measures concerning the sustainable economic development of agrarian production.

Structural correction of the agricultural production as a factor of its effective growth
Ekon. prognozuvannâ 2016; 1:71-82 | https://doi.org/10.15407/eip2016.01.071 |
ABSTRACT ▼
The volume of available financial, material and technical resources of Ukraine's agriculture, and condition of its environmental component cannot be considered as satisfactory and sufficient for the effective growth of agrarian sector. This makes it possible to confirm that agricultural production needs serious structural changes in accordance with concept of innovation based sustainability, which is generally accepted in the world, particularly as to agriculture and rural area.
Structural reforms in Ukrainian agriculture should be provided first of all in the following directions: leveling the income level, overcoming the discrimination of small farmers; ensuring the accelerated development of livestock production and stabilization of its rate in the sectoral structure of agriculture; adjusting the structure of farmland and crops plantations in order to increase the share of natural rangeland and feed crops; raising the share of credit resources in the structure of financial provision for the agriculture; and decreasing the share of imports in the structure of agricultural resources.
For each of those directions, mechanisms for the acceleration of structural transformations are proposed. It is suggested to estimate the effectiveness of this process according to the dynamic of the corresponding indexes.

Organic agriculture in Ukraine
Ekon. prognozuvannâ 2017; 2:116-128 | https://doi.org/10.15407/eip2017.02.116 |
ABSTRACT ▼
The organic sector is growing steadily throughout the world. At the same time, in Ukraine this growth is constrained by improper legislative environment, lack of state financial support, low domestic effective demand and inadequate development of the relevant infrastructure. Ukrainian organic sector has inviting development prospects. First of all, this applies to crop production: sunflower seeds, soybeans and cereals, high protein crops, processed fruits and berries, walnuts, medicinal herbs, aromatic plants, and honey.
Comparative evaluation of the Ukrainian and European regulatory and legal frameworks in the regulation of organic sector allows to conclude on a general convergence of the above documents. The most problematic issue remains the state support for the development of organic production. In this context, the primary task consists in practical implementation of the still only declared strategy of the priority development of organic production in Ukraine.
For this purpose it is necessary: to form an appropriate regulatory and legal framework and effective certification system; to provide financial support of agro-producers during the conversion period; to stimulate relevant scientific and research developments and provide informational, advisory and educational services to the operators in organic sector, together with supporting the cooperative movement there; to develop the infrastructure of the organic market; and to organize collection and processing of the on organic operators in the context of the EU indicators.

THE INFLUENCE OF UKRAINIAN AGRICULTURAL CORPORATIONS ON THE NATIONAL TRADE BALANCE
Ekon. prognozuvannâ 2020; 1:111-127 | https://doi.org/10.15407/eip2020.01.111 |
ABSTRACT ▼
Determined the role of the agricultural corporate sector in the formation of export flows, identified the fundamental trends of agro-food foreign trade, assessed the competitiveness of main agro-food commodity groups and defined, on this basis, the promising guidelines for its expansion via increased share of exports of the most competitive products. The methodological basis of the research is the system of general and special scientific methods. Empirical results, concerning the role of the agrarian corporate sector, have been obtained through retrospective analysis, grouping, benchmarking and generalization. The research of commodity structure and foreign trade flows of agrarian sector was based on economic and statistical methods, in particular the balance method, the determination of the geometrical mean of annual growth rate and so on. The method of assessing the competitiveness of each product group through the Lafay Index, which shows the difference between the normalized trade balance for individual goods and for all goods traded by the country, was used for identifying the comparative advantages of Ukraine in international agro-food trade. The calculations were carried out using world and national statistics. Time series cover the period 2004-2018 and are analyzed from the standpoint of commodity structure. It is determined that that the corporate sector in Ukrainian agriculture is the main producer of export flows of agro-food products. The commodity structure research showed negative changes in value added. The share of unprocessed goods in trade increases due to a decrease in the share of processed products, which allows us to state the raw material orientation of Ukrainian agro-food exports. It was noted that attention should be focused on increasing the share of products with higher value added in agro-food exports. The prospects for increasing exports of organic products were outlined. The comparative advantages of Ukraine in relation to the global economy were analyzed based on the Lafay Index calculation. Received estimates allowed dividing the export commodity structure into competitive and non-competitive products. Products with a high level of competitiveness were identified based on the Lafay Index analysis as well as based on the corresponding balance sheets. The mono-specialization of agro-food exports, which makes itself felt in the predominance of raw materials, has become even stronger due to the orientation of the corporate sector solely to the global food demand and the weakness of the influence of state management structures in Ukraine. This causes instable export earnings and poor predictability of the results of Ukrainian farmers' economic activities, as well as increases significantly the environmental risks of agricultural production. The Ukrainian agro-food foreign trade is characterized by positive features, including an increase in value and volume of exports, improved food self-sufficiency, surplus trade accretion and by negative ones, namely: reduction of the share of processed products and semi-finished products in the agrarian trade structure, low activity of small agricultural traders oriented to exportation products from Ukraine, and weak promotion of Ukrainian agro-food exports by public authorities.
