The author reveals the role of innovative business in the system of the provision of economic growth. She analyzes the state of development of small innovation based businesses in Ukraine. The article proposes and justifies strategic priorities for the development of domestic innovation based business and a systemic hierarchy of strategic goals of the state economic policy
