Modeling fiscal relations in a transition economy

ABSTRACT ▼
The author considers different approaches to modeling of fiscal interrelations in a quickly changing economic environment. He formulizes the optimality criterion of a taxation system, and investigates the dynamics of the parameters of the budget revenues curve for recent years. He shows that, according to that criterion, Ukraine’s taxation system is characterized by excessive tax pressure of the economic environment. The article contains a model that allows to calculate dynamics of budgetary revenues in case of change in tax burden.

ABSTRACT ▼
The article presents the results of investigation on the dependence of consolidated budget revenues on the level of tax pressure during recent years, carried out using the methods of economic-mathematical modeling. Research is made on the basis of the statistical data, which reflect regional and time features of tax relations.

Indexed bonds as a financial tool to level the consequences of high inflation expectations

The authors analyze the international experience of introducing indexed bonds and carry out calculations to assess the advis-ability of their introduction in Ukraine. The article establishes that the use of such tools will make it possible to reduce the cost of servicing the national debt and restore the confidence in the government’s anti-inflationary measures
