Assessment of the sustainability of a nation's positions using
the countries of Central and East Europe as as an example

The author analyses fiscal policy of the eight East European and Baltic countries as regards its financial sustainability. The article attempts to assess the possibilities to continue expansionist fiscal policy in the economies with a considerable budget deficit and high national debt. The author points out that meeting the Maastricht criteria just before joining the euro area creates additional difficulties. Sustainability of the financial position has been assessed empirically with the use of statistical tests for stationarity and co-integration. The author concludes that one can not solely relay on evolutionary solution of fiscal problems at the expense of speeding-up GDP growth rate or lowering the interest rate

Practical approaches to defining fiscal sustainability in the CEE countries

The author considers theoretical tasks and modern practical approaches to defining fiscal sustainabil-ity based on statistical tests and recursive algorithms and provides the results of an empirical testing for the sustainability of fiscal policy in the CEE countries and in Ukraine (with the use of tests for sta-tionarity and cointegration and methods of two-step least squares (2SLS) and vector autoregression with vector error-correction (VAR/VEC)). The main conclusion in that, on the eve of the world financial crisis of 2008-2010, most CEE countries (except Hungary) and Ukraine had the possibilities to raise the budget deficit and the external debt
