The article contains the results of the author’s research on the 1998 exchange crisis as a result of the macro-economic stabilization policy implemented in Ukraine. In this context the author provides his study on the components of the policy of transition to economic growth in post-crisis period in accordance to which in Ukraine it is also possible to solve the debt problems. The author also reveals pre-conditions for possible aggravations in the financial sphere of the Ukrainian economy.

From exogenously dependent strategy of economic development
to endogenously oriented one

The authors provide a summary of report on the execution of the research project on «Medium-term strategy of Ukraine’s economic development» within which the scientists investigated important theoretical issues and estimated practical results of Ukraine’s and other countries’ economic policies in 1990-2002 in terms of realization of strategies of sustainable economic development and their consequences. The analysis takes into account external and internal factors conditioning government regulation, and state and development prospects of Ukraine’s economy. Among the project’s results are proposals on substantiation of the strategy for transition from the current exogenously dependent pattern of economic transformation to a predominantly endogenously oriented one, which would be oriented to innovation-based strategy of economic growth. Such transition could allow improving internal inter-sectoral and inter-branch equilibrium, expanding the social base for further reforms, decreasing the dependence on the negative impact of external shocks and stabilizing economic growth in the long perspective

ABSTRACT ▼
The author considers the key problems of the formation of the budget’s revenue part in Ukraine during the transitionary period. Special attention is given to efficiency of the use of tax exemptions for individual branches, their influence on the stabilization of budget revenues, and overall promotion of the innovative economic development. The article presents an economic justification of expansion of VAT base in accordance with the growing demand for realty. The author analyzes principal requirements as regards the advisability of the use of tax preferences, as well as the problems and ways to improve this country’s depreciation and rent policies in Ukraine.

Price competition or price stability: a dualism
of the policy of economic growth

The author has based his reasoning on the fact that, in philosophical sense, dualism, on the one hand, is understood as a category according to which two individual bases of economic stabilization are considered equal, and it is possible to arrange them in order to achieve that stabilization providing each of the two is simultaneously directed to ensure economic growth. On the other hand, dualism in economic policy can be also considered in its different philosophical interpretation, i.e. as a kind of pluralism. In this case, there exists a multitude of bases to ensure the conditions for a stable economic growth. Using the data on the conditions and factors of the development of Ukraine's economy in 2000-2005, the author, in accordance with the above mentioned methodological approaches, has made an attempt to justify the advisability to use one of the anchors of economic stability mentioned in the article's title, which, in his opinion, may serve a basis to ensure this country's economic growth in medium-term perspective.

An expert assessment of possible macroeconomic effects of Ukraine’s economic cooperation with the countries of the single economic space

The article is dedicated to the issue of Ukraine’s geo-economic choice. Presents the results of the calculations based on a series of scenarios with different variants of Ukraine's rela-tions with the Single Economic Space (the SES of Russia, Belarus and Kazakhstan) and free trade areas with EU and CIS countries. The results make it possible to obtain step-by-step assessment of the integration effects on the Post-Soviet Space within a series of relevant scenarios. The authors provide expert assessments as to the importance of Ukraine’s immediate integration into the Single Economic Space of Russia, Belarus and Kazakhstan, and the conclusion about the increased economic effect from Ukraine’s accession to the SES.

Ukraine's economy: key problems and prospects
ABSTRACT ▼
The article examines the key issues of the development of Ukraine's economy in the current year of 2016 including in terms of the impact of expected changes in the global economic environment. Together, they are those that lead to restrictions in external demand for Ukrainian exports. Under such conditions, it will be impossible to revive economic growth at the expense of the exogenous factors (without changes in the conditions of foreign trade and increase in the competitiveness of Ukrainian produce) as well as achieve the officially declared 2% GDP growth. This conclusion is based on the fact that with a harsh domestic policy of austerity and shrinking money supply (which is planned for 2016), the possibility of the rise in domestic demand is limited.
In accordance with the above challenges that hinder the economic recovery in 2016, the article justifies the necessary changes in economic policy to overcome the dependence on external borrowing, to demonopolize the banking sector and expand the availability of credit, especially for small and medium businesses, to raise lending capacity for the implementation of infrastructural projects, and to support the development institutions. Outlined proposals for changes in Ukraine's export policy, especially concerning the need to expand quotas for trade with EU countries.
The author defines conditions that can help succeed in the competition for the realization of "Marshall Plan" for Ukraine as a tool to modernize this country's economy. Attention is given to how the resources inherent in the socio-cultural components of the people's behavior can be used for economic modernization.

25 years of reforms. What next?

Results of transformations in Ukraine's economy during its independence make controversial thoughts at the time of its quarter-of-a-century anniversary. On one hand, in all this time Ukraine's economy has not been able to restore its GDP to the pre-1990 level, moving along the path of de-industrialization and substantial lowering of the living standards of its population. On the other hand, at the end of 2005 the EU and the US (in 2006) officially recognized Ukraine's market economy status. It has been one of the most important results to us, as at the beginning of the transformations the majority of our population had no idea about the essence of the market as a format of functioning of modern economy, institutionally dominated by private property. By the way, it has taken western world more than five hundred years to reform that institution to its modern type with relevant forms of capitalist entrepreneurship.
