The article considers the problems connected with the analysis of government's role as a direct investor and a subject of investment regulation in the transitional Ukrainian economy. On the basis of internal logic of reproduction processes, the authors justify objective foundations of fiscal regulation. The authors propose a variant of model to determine quotas of centralized public investments. The article provides determination of main directions of government's monetary interference in investment processes.
