The author considers the methods and key characteristics of the systems of overstripping indicators of changes in the market conditions in various European developed and transition economies. She proposes models to estimate the dynamics of real GDP in the Ukrainian economy.

Assessment criteria of the prospect of convergence of the transition economies

ABSTRACT ▼
The article studies the problem of evaluation of the efficiency of economic convergence in the post-Soviet countries. Special attention is given to the overview of the existing criteria of such evaluation, which are used in practice by researchers and specialists from international institutions. Taking into account the specific features of Ukrainian institutional organization and current macro-economic conjuncture, the author formulates a structural list of the evaluation criteria for the changes in Ukraine's socio- economic system.

Shock effects of the economic convergence in the development of the newly integrated EU countries

Urgent problems of employment in the newly integrated EU member countries: lessons for Ukraine

The article analyzes the urgent problems in the sphere of employment of the new EU Member Countries, which require solution in the context of Europe-2020 Strategy, and affect the indicators of their socio-economic development. The author characterizes the main problems in the sphere of employment in the newly integrated EU Member countries related to the weak integration of the labor markets in the “old” and “new” Member Countries, high general unemployment level and very high youth unemployment level, high employment in the informal sector, labor force ageing, Inten-sive labor migration etc.
Based on the analysis of the corresponding European experience, the article outlines the challenges to be taken into account in the course of the development of Ukraine’s national long- and medium-term employment policy and defines the need of institutional expansion of the national labor market, which is the decisive condition of its convergence with the EU single labor market

Social quality policy in the context of the association agreement between Ukraine and EU

The article justifies the necessity of transition from traditional social policy to social quality policy, taking into account the relevant approaches and experience of the European Union.
The purpose of this transition is the achievement of social goals set by the Association Agreement between Ukraine and the EU, minimizing the social risks that accompany its implementation, and providing a real European integration of the Ukrainian state in the social sphere.
Based on the study's results, the author developed recommendations on the formation and implementation of social quality policy in Ukraine, which contain the following urgent institutional steps:
• improvement of public administration system, including strengthening the functions of state strategic planning of the country' social development.
• improvement of public administration system, including strengthening the functions of state strategic planning of the country' social development.
• change of ideology and state approaches to social programming and performance budgeting in the social sphere.
• correction of domestic forecasting and monitoring system for performing multi-level social development programs, including the state purpose oriented social programs.
• creating the necessary legislative framework for the implementation of social quality policy in Ukraine, which should be harmonized with the legislative framework of the EU and relevant international organisations.

The article describes the modern understanding of the category of "new normality" in the field of employment, including its informal segment. In the economic discourse of the problems of informal employment, the authors indicate two meanings of the category "new normality": the first one characterizes informal employment as a new objective norm (as a characteristic, widespread, and stable phenomenon) of the present and the future; and the second one reflects the transformation of the sphere of employment, including its undeclared segment, in the process of creating a "new normality" under the influence of demographic changes, globalization, digitalization and other global trends.
Analyzed the main global trends contributing to the normalization of informal employment in modern macroeconomic development. Particular attention is paid to the trend of digitalization and significant social challenges due to its spread, first of all, the narrowing of the field of social and labor relations, the growth of unemployment, and the spread of informal employment. Established the factors that determine undeclared labor activity as a new norm of functioning of the global labor market.
The authors substantiate the key systemic risks of transforming a high level of undeclared work into a "new normality" of Ukraine's social and economic development. They include structural degradation of the national economy; demographic limitation for the potential of long-term economic growth; general institutional weakness and the strengthening of destructive institutions; high imbalance in the professional structure of labor demand and supply; and a significant deficit of decent work. One of the priorities of the national policy of state regulation should be the development of mechanisms to counteract and minimize the influence of the above mentioned five systemic factors, which would lead to the transformation of undeclared work in Ukraine into a "new normality" of its socio-economic progress.
