Financing of scientific and technical programs in industrial branches

ABSTRACT ▼
The article highlights the progress of implementation of scientific and technological programs in this country's industries and factors that influence them. The authors point out that the most influential factor is the level of the system of financing the program projects and tasks. The article pays attention to the necessity to use different financing sources, especially non-budgetary ones, in order to implement the programs. The authors emphasize that improvement in the system of financial provision for scientific and technological programs would contribute to shorter terms of their execution and avoid losses in their economic effect that this country is to benefit from the program projects. The article contains corresponding calculations.

ABSTRACT ▼
The article deals with the following issues: the existing condition of exports and imports of high-technology commodities, technological service, licenses on intellectual property objects; leasing-based transfer of technological achievements; the role of joint ventures in the development of international transfer of scientific and technological achievements; the structure of international transfer in scientific produce of the Ukrainian NAS; and development opportunities of domestic transfer of scientific and technological achievements. The authors formulate proposals concerning their development and strengthening of their influence on this country’s economic development.

Prospects of funding the economy of knowledge

The article highlights the condition of funding the use of knowledge in Ukraine’s economy, i.e. in the process of their introduction in material and non-material spheres, as well as the stages preceding the innovation transfer of scientific achievements - education and scientific and technological activities. The author analyzes the correspondence of financial provision for economy of knowledge to the norms determined by the national legal base and foreign experience. She considers the prospects for improvement in the system of financial provision for economy of knowledge.

The authors consider the modern tendencies of innovational development in the context of specific features of the macro-environment of Ukraine’s economy. They provide forecast assumptions and estimation of the main macro-indicators of Ukraine;s economy for the period until 2015 and analyze the consequences of the influence of innovational factors on the development of Ukrainian economy. The article also provides the risks and restricting macro-economic conditions of the forecast period, which were shaped during 2005-2006 and remain problematic in 2007-2015
